MOT Update: DVSA Approves LED Replacement Bulbs in Halogen Headlamps from 14 October 2026

The Driver and Vehicle Standards Agency (DVSA) has announced changes to MOT testing requirements, allowing approved LED replacement bulbs to be fitted in compatible halogen headlamp units from 14 October 2026.

The update, published in MOT Special Notice 05-26 on 13 October 2026, introduces new guidance for MOT testers inspecting vehicles fitted with LED replacement (LEDr) bulbs.

Previously, LED bulbs fitted as replacements in halogen headlamp units were not accepted under MOT testing requirements. The revised guidance now permits ECE-approved LED replacement bulbs, provided they meet the relevant approval requirements.

DVSA MOT Update 2026: LED Headlamp Rules

What Is Changing?

From 14 October 2026, the MOT inspection manual will be updated to allow ECE-approved LED replacement bulbs in compatible halogen headlamp units.

The change applies to Class 3, 4, 5 and 7 vehicles, providing greater flexibility for motorists wishing to upgrade their existing halogen lighting systems.

However, the update does not apply to Class 1 and 2 motorcycles, halogen headlamp units converted to use high-intensity discharge (HID) bulbs, or complete LED headlamp unit replacements.

What MOT Testers Need to Check

Under the new guidance, approved LED replacement bulbs must be accompanied by a secure approval sticker, permanently attached to the vehicle and clearly visible during the MOT inspection.

The sticker must include:

  • The LED replacement bulb category and variant

  • Rated voltage

  • ECE approval number

  • Manufacturer's name

  • A security feature, such as a hologram

MOT testers are only required to verify that the approval sticker is present. There is no requirement to cross-check approval numbers, manufacturer information or product documentation against external databases.

Sticker designs may vary between manufacturers, provided they contain the required information and security features.

When Should a Headlamp Fail?

The DVSA has also clarified the circumstances in which an LED replacement bulb installation must result in an MOT failure.

A headlamp must fail if the approval sticker is missing, illegible, appears to have been tampered with, or clearly does not correspond to the fitted bulb.

In these circumstances, testers must record a Major defect under 'Light source and lamp not compatible'.

What Does This Mean for MOT Garages?

This update represents an important change to headlamp inspection requirements and highlights the need for MOT garages and testers to remain informed about the latest DVSA guidance.

Garages should ensure their MOT testers are familiar with the new approval sticker requirements and understand when an LED replacement bulb can be accepted or must be rejected.

At GEMCO, we recognise the importance of keeping MOT workshops informed and equipped to meet changing industry standards. As a leading UK supplier of garage equipment and MOT testing solutions, we remain committed to supporting workshops with reliable equipment, technical expertise and industry updates.

The updated requirements take effect on 14 October 2026, with further guidance available in Section 4.1.4 of the MOT Inspection Manual.
